The Chung Sun Cafe in Ballard was owned and operated by Hoisan Chinese immigrants Thomas Tan Chinn and Fong Ten Ng Chinn. Located at 5133 Ballard Avenue, the restaurant operated from the early 1940s until Thomas Chinn's sudden death in 1974. Mr. Chinn, a resident of Ballard, was also a member of the Chong Wa Benevolent Association and the Gee How Oak Tin Family Association.
Like may Chinese restaurants at the time, Chung Sun Cafe's menu offered both Chinese and American dishes. The inside of the menu (not shown) indicates that the restaurant was open until 1:30 a.m. on weekdays and 3:30 a.m. on Saturdays.
The Office of Price Administration (OPA) was established during World War II to control prices on food and other necessities. This menu contains a statement indicating the prices are at or below the OPA limit.
