In 1891, ten electrical workers in St. Louis banded together to form the first nationwide union for electrical work. The union was originally called the National Brotherhood of Electrical Workers, but changed to its current name, the International Brotherhood of Electrical Workers (IBEW), in 1905. As of 2023, the IBEW represents approximately 820,000 workers in the United States and Canada, in several fields: manufacturing, construction, utility, railroad, government, telecommunications, and broadcasting.

Local Union 77 of the IBEW was founded on August 28, 1897 and headquartered in Seattle. It represents workers across Washington, as well as parts of Idaho and Montana. As of 2023, Local 77 is one of the IBEW’s largest local unions, with more than 8,000 members. Local 77 issued this book of bylaws in 1949. The bylaws describe the structure of Local 77, the duties of its officers, the member fees and monthly dues, and the rules that members were required to follow.
