The Queen City Development Corporation (QCDC), founded in 1996 by local activist David Schraer, was the result of discussions between Washington State LGBT leaders and experts in community and economic development about building institutional capacity and addressing gaps in services available to Washington's LGBT community. Later called Queen City Community Development (QCCD), the non-profit’s original initiatives included affordable LGBT senior housing and a community center.

This 1996 QDCD News was the inaugural edition of the newsletter, later renamed QCCD News. This issue invites the community to an "organizing meeting" on February 25, lists the ways QCDC will help the Washington LGBT community, and introduces its goals of assisting not-for-profit LGBT organizations with real estate decisions; developing LGBT-friendly congregate care facilities for the elderly; and documenting community economic and demographic statistics to combat stereotypes and help develop effective programs for the LGBT community.
