Two hotly contested initiatives were on the November 8, 1932 ballot in Washington State: The Washington 40-Mill Tax Levy Limit Initiative, also known as Initiative 64, was approved by 61% of voters, limiting property taxes to 2 percent of assessed value; and the Washington Income Tax for Schools Initiative, also known as Initiative 69, which won 71 percent of the vote and created a graduated income tax to finance the state school fund and other state funds, thus reducing or eliminating the annual tax on property. One year later, however, the Washington State Supreme Court declared the income tax unconstitutional.

This political flier, sponsored by the Washington Education Association (still in existence as the WEA) and the Washington Congress of Parents and Teachers (now known as the Washington State Parent Teacher Association, or WSPTA), encourages voters to vote against Initiative 64, and for Initiative 69.
