Fisher Flouring Mills opened in 1911, founded by father and son O.W. (Oliver Williams) Fisher and O.D. (Oliver David) Fisher. The Fisher family mill was one of the first businesses to operate on Harbor Island. The Fishers founded radio station KOMO in 1926, in part to advertise their flour. One of the company's most famous products was Fisher Scones, introduced at the Panama Pacific Exposition in San Francisco in 1915, and still sold at fairs throughout the Pacific Northwest.

This booklet is decorated throughout with fair-related illustrations, and features Fisher product recipes such as the fair scones and "other Mary Mills' timely tested recipes." Mary Mills was the stage name for Mary Oser Biles, who worked as recipe developer and tester for Fisher Flour in the 1930s. Ms. Biles reworked the Fisher company's scones and developed the recipe that became the popular Fisher Fair Scones boxed home baking mix.
