The China Pheasant was built in 1936 by Slim Randles and owned by Mar Dong, who was also the owner of the Mar Hotel in the International District. The restaurant was located on the Pacific Highway (Route 99), one mile south of the Boeing plant. In addition to dinner, the restaurant offered gambling, and dancing to Bob Harvey's popular band.

The Office of Price Administration (OPA) was established during World War II to control prices on food and other necessities. This menu contains a statement indicating the prices are at or below the OPA limit .
