The Imperial Sovereign Court of Seattle & The Olympic and Rainier Empire is a member of the International Court System (ICS), the second largest LGBTQ organization in the world, and aims to provide funds and services to other non-profits within the local gay and lesbian community. One of the Seattle court's biggest events of the year is the King and Queen of the Seas Pageant, which helps raise money for the organization's scholarship fund, recognizing deserving local LGBTQA high school students or post high school undergraduates.

The program pictured here is for "Polka Dot Seas," the 20th annual King and Queen of the Seas Pageant. It includes photographs of the current King and Queen and advertisements from local queer-owned and -friendly businesses. The evening was comprised of three competitions, in swim wear, theme wear, and formal wear, followed by the crowning of the new King and Queen.
