The rally was held by the Disabled Students Commission (now called the Student Disability Commission) on May 23, 1990, and it involved protesters presenting a petition signed by 2000 students to UW administrators during the short time between class periods, while also blocking the stairs. Many able bodied students climbed over walls or pushed through the protesters in order to reach their classes on time, demonstrating the need for an accessible route. According to the commission director, it was a fortunate coincidence that the rally was held one day after the Americans with Disabilities Act unanimously passed the US House of Representatives.
