Order an ImageWashington voters went to the polls on Tuesday, September 17, 1991 to vote in the primary election. In this photo, a lone voter at Our Lady of Guadalupe Church found plenty of machines and no wait when he went to vote in West Seattle. Poll workers at the church said they saw about six voters per hour, as of about 4 pm. Roughly 16% of eligible voters in King County participated in the election.
