Order an ImageThe Seattle Veterans Action Center (or Sea-VAC) was founded by Joseph Garcia in 1971 to provide readjustment assistance to veterans, especially minority, disadvantaged and disabled Vietnam war veterans. Services included family counseling, job-placement help, post-traumatic-stress-disorder therapy, substance-abuse counseling and housing aid, among others.
In April 1991, Harold Whitehead, director of the Seattle Veterans Action Center, nine staff members, and heads of two community-service centers were honored for helping homeless veterans. The agency had contacted nearly 3,000 homeless veterans since 1987, placing 669 in transitional housing and finding permanent unsubsidized employment for 627.The state Department of Veterans' Affairs awarded a Certificate of Excellence to Whitehead and Certificates of Outstanding Performance to Whitehead and his staff.
