Project ACTION was a publicly- and privately-funded two-year campaign aimed at lowering the rate of HIV infection, sexually transmitted disease, and unwanted pregnancy among youth aged 14 to 20. The campaign was one of the earliest efforts to make low-cost condoms available to this age group with no strings attached. Project ACTION hoped to persuade about 130 youth-oriented businesses, such as cafes and record stores, to install condom vending machines provided by the project.
