In January 1974, a group of about 90 members of the Seattle chapter of the League of Women Voters (LWV) made their annual trip to Olympia to sit in on sessions of the Washington House of Representatives and Senate. They also spoke to Governor Dan Evans and met with several legislators representing their districts. The League members' highest priorities were a land use bill in the House, funding the State Women's Council, and passing a Gateway Amendment, which would make it easier to change Washington's constitution. Representative Lois North encouraged League members to pressure the Senate about the State Women's Council, saying "There's only one woman in the Senate to push for it. There are 12 of us in the House of Representatives. It makes a difference."

Maxie was the first Black woman elected to public office in Washington and represented Position 2 in the 37th Legislative District, covering most of the Central Area and parts of Capitol Hill and downtown Seattle.
