Order an ImageThis image shows Dennis Lehtinsen, an employee of the owners, boarding up one of nine turn-of-the-century houses on the 1200 block of 15th Avenue East on Capitol Hill. The houses across from Volunteer Park were purchased by Parkridge Development eight years prior with the intention of tearing them down and building a 50-unit apartment building at the site. The plans were delayed by a zoning dispute and the properties had become an eyesore.
