Order an ImageThis photograph shows Friends of the Market picketers in front of the Housing and Urban Development (HUD) offices in the Arcade Plaza Building at 2nd Avenue and Union Street. At the time, HUD was reviewing Seattle's application for the Pike Plaza development, and would be the funding agency if the application was approved. Protesters sought to stop the project and save the Pike Place Market from demolition. In the fall of 1971, after 7 years of political struggle, Seattle voters resoundingly passed the Market Initiative, sponsored by the Friends, creating the Market Historical District and placing its administration under public control.
