Ruby Chow Ma Seung-gam (1920-2008) was a Chinese American restaurateur and politician in Seattle, Washington. She opened Ruby Chow’s Restaurant in 1948, the first Chinese restaurant outside of Seattle's Chinatown - International District. Chow served three terms as a King County councilwoman.

In this image a new bus stop shelter is dedicated by Ruby Chow with residents of the Holly Park area and other visiting dignitaries. Fed up with Metro Transit delays in building a bus shelter, neighborhood residents had built a plywood bus shelter at 39th Avenue South and South Othello Street two weeks earlier (seen at right) and threatened to hold a dedication ceremony to garner publicity. Metro quickly built the steel and glass shelter seen at the left of the frame. The individuals are identified as, from left, Lynn Blanch, a nurse who designed the volunteer's shelter, Lenore Erdmann of SESCO, the neighborhood group which built it, County Councilwoman Ruby Chow, and City Councilwoman Dolores Sibonga.
