Order an ImageAt the time this photograph was taken, Hazel McKinney, aged 77, was the only person over 70 among the 150 members of Washington state’s Shoalwater Bay tribe. A former tribal health advocate, she actively protested the tribe’s difficulties having to use the Indian Health Service (IHS) clinic on the Quinault reservation, over eighty miles away over back roads. In addition to diabetes, injuries and other health issues, high rates of miscarriages and infant mortality were of particular tribal concern.
In October 1993, US congressional action finally allowed the Shoalwater Bay tribe to build and operate its own IHS clinic.
