In September 1957, the Seattle Parks Department opened the Handicapped Center, a cooperative program in the Mount Baker area that provided adults and children with arts, crafts, and social activities. The Center was supported by the city funds and outside donors.

Here, Charles Moreton and Mrs. William Hoffman work on mosaics to be sold at the upcoming Handicapped Center bazaar. The two-day sale sold items made by Center participants and supporters and provided needed funds for the Center’s ongoing programs.
