Order an ImageDuring the Depression of the 1930s, hundreds of unemployed and homeless people lived in shacks along the Seattle waterfront. Such settlements were called Hoovervilles after President Herbert Hoover, blamed by many for the hard times. This photograph shows men scavenging a garbage dump for reusable items, with some of the shanties visible in the background.
