In January 1947, the Seattle Council of the National Negro Congress supported a picket in front of Atlas Grocery and St. George Apartments at 14th Ave and Yesler Way. The protest was against racial discrimination, saying that the owners Jee Wong and Allen Pang would not rent to or hire Black people. A newspaper article on January 23, 1947 in the Seattle Post-Intelligencer, claimed that the picket was led by communists against the Chinese American war veterans and their employees, but President Charles Nichols and Secretary Carl Brooks of the Seattle Council of the National Negro Congress reaffirmed that the picket was about racial discrimination in a "Voice of the People" follow up in the Seattle P-I printed six days later.
