Throughout 1969, Seattle Community College (now Seattle Central Community College) faced a series of boycotts, demonstrations, and riots, with students demanding a Black studies program and the hiring of Black administrators and faculty. To address protests over the lack of African American representation on the board, in July 1969 Governor Dan Evans appointed Marvin Glass, a Pacific Northwest Bell engineer and supervisor, to the SCC Board of Trustees. The SCC Black Student Union (BSU) would not accept the appointment of Marvin Glass, and instead wanted David Mills, president of the United Black Front (UBF) to fill the post.

This photo of UBF president Dave Mills may have been taken during a BSU program on KYAC radio on July 23, 1969, where the BSU proposed legislation to make SCC's central campus a separate district, governed by an elected council from the district.
