Order an ImagePhilip Hayasaka was born in 1926 and raised in a Japanese American neighborhood on Seattle’s Beacon Hill. He was incarcerated during World War II. After attending the University of Washington and serving in the Korean War, Hayasaka became active in civil rights in Seattle. He served as President of the multi-racial Jackson Street Community Council and led the Seattle Chapter of the Japanese American Citizens League.
Hayasaka was the first Director of Seattle’s Human Rights Commission, which investigated fair housing issues, and in 1968, when this photo was taken, became the director of the city’s Human Rights Department. He co-founded Seattle’s Asian Coalition for Equality (ACE) and later directed the Office of Equal Opportunity in Washington State’s Department of Social and Health Services.
