Dingwall, the executive secretary to Mayor William Devin during World War II, conducted by Lorraine McConaghy for the Life on the Homefront Oral History Project on January 23, 1985. Topics discussed include Japanese American incarceration, civil defense volunteering, and wartime efforts to expand the Seattle Planning Commission's mission to include long-term planning. He also discusses his role in bringing the World's Fair to Seattle, including the infrastructure at Seattle Center.
