The Washington State Good Roads Association was founded in 1899 to push for tax money to improve the state's roads. In the 1920s, the group paid the Webster & Stevens company to take photos of very poor roads in the King County area.

This 1920s photo shows an automobile stuck in axle-deep frozen mud on a deeply rutted country road.
