In the late 1960s when this photo was taken, there was a debate about Pike Place Market's future - whether to demolish the Market and redevelop the land into apartments and office buildings, or to preserve and revitalize it. In 1971, the issue was settled when Seattle voters approved an initiative to create a historic district around the Market with a mandate for "preservation, restoration, and improvement" of the area.
