William L. Neuman, Jr. (circa 1890-1973) was a mechanic and later foreman at Western Blower Company at 1800 Airport Way in Seattle. In 1931 he patented a toy scooter powered by pumping the handle and kicking to create a more simplified and practical toy for children.

This document is the patent issued by the U. S. Patent Office granting William L. Neuman exclusive rights to the design of this power wheel scooter, and includes the patent, a drawing, and a photograph of the scooter. MOHAI has the scooter in its artifact collection, 1977.6433.1.
