The Great White Fleet, or Atlantic Fleet, was sent by President Teddy Roosevelt on a peacetime goodwill tour around the world beginning December 16, 1907 and ending February 22, 1909. On May 23, 1908, the fleet arrived in Seattle for a four day visit, including a parade on May 26th. The parade had an attendance of over 300,000 people and included members of the Army, National Guard, and fraternal orders.

This photo is likely from that visit to Seattle.
