First Hill is at the left edge of the frame, with both St. James Cathedral and the County Courthouse visible. Beacon Hill is in the center distance, and Elliott Bay is on the right edge of the frame. The prevalence of American flags and other decorations suggest that this photo may have been taken before or after a patriotic event or parade.
