The Office of War Information (OWI) was a US government agency established in 1942 to create propaganda in order to shore up support for WWII on the home front. It used various media including posters, radio, newsreels, movies, and pamphlets in its work, and often invoked the attack on Pearl Harbor. The OWI encouraged Americans to live responsibly, focus on war production, buy war bonds, and be careful of enemy spies.

This poster was created by artist Allen Salberg and commissioned by the OWI. Its image of a tattered US flag flying half mast in front of a tower of smoke and the text "Remember Dec. 7th!" refer to the attack on Pearl Harbor, which occurred only months before this poster's creation. The text at the top, "...we here highly resolve that these dead shall not have died in vain..." is a line from Abraham Lincoln's Gettysburg Address.
