Randy Revelle (1941-2018) served as King County Executive from 1981-1986. While in office, his administration struggled to complete the new county jail due to an incompetent contractor and problems with the locks. The over-budget and unfinished project generated several lawsuits and counter suits as depicted here by David Horsey, a longtime Seattle Post-Intelligencer cartoonist.
